Er wurde vom <i><a href="International_Cricket_Council" title="International Cricket Council">International Cricket Council</a></i> ins Leben gerufen, um den Ländern unmittelbar unterhalb der sogenannten <i><a href="Test_Cricket" title="Test Cricket">Test-Cricket</a></i>-Nationen die Möglichkeit zu geben, regelmäßig <i><a href="First-Class_Cricket" title="First-Class Cricket">First-Class</a></i>-Spiele austragen zu können und sie so langsam an dieses Niveau heranführen zu können.

</p><p><i>First-Class Cricket</i> ist normalerweise nur Mannschaften in den <i>Full Member Nations</i> vorbehalten, die 5-Tages-Länderspiele zwischen diesen Ländern nennt man <i>Test Matches</i>. Die Spiele um den <i>ICC Intercontinental Cup</i> besitzen daher „nur“ <i>First-Class</i>-Status.

</p><p>Im ersten Jahr 2004 gingen die Spiele über drei, seit 2006 über vier Tage, wie es heutzutage auch meist in den nationalen <i>First-Class</i>-Wettbewerben der Test-Nationen üblich ist. In den ersten beiden Jahren wurde Punkte für <i>Runs</i> und <i>Wickets</i> vergeben, 2006 sind das Endergebnis und etwaige Führungen oder Rückstände nach den ersten Innings ausschlaggebend.
